Road freight transport is facing the countdown to the mandatory digitalization of the Administrative Control Document. Starting on October 5, 2026, the Electronic Administrative Control Document (DeCA) must be generated in digital format before the actual start of each road freight operation, in accordance with Law 9/2025 on Sustainable Mobility and the June 5, 2026 Resolution of the Directorate-General for Road and Rail Transport.
While the sector still faces questions about the practical application of this new requirement, TIBA Logistics Spain has proactively launched a project for analysis, process adaptation, training, and support for clients and collaborating carriers to integrate DeCA into its operations ahead of its entry into force in Spain.
A Change That Affects Daily Operations
The Administrative Control Document is already part of road freight operations. What changes on October 5 is its mandatory digitization and the technical requirements the electronic document must meet. This PDF containing all the information must be generated before the actual start of the service and include, among other elements, a QR code linked to a URL that allows its viewing.
The obligation directly affects the contracting shipper and the actual carrier, who must have the corresponding documentation. The electronic document thus becomes a critical element of daily operations, which must be generated before the transport begins and be available in the repository for consultation during the service.
The challenge is not merely replacing paper with a digital format, but integrating the new requirement into processes that depend on coordination among shippers, operators, and carriers and that must function without interruption.
TIBA Logistics Spain Gets Ahead of the Rule’s Effective Date
Just weeks before its enforcement, the new requirement continues to generate uncertainty among sector companies, with many still having not begun adapting to the new demands. In response, TIBA Logistics Spain has launched a dedicated project to analyze, design, and implement the processes needed to guarantee digital DeCA compliance.
The project has enabled the internal operation to be adjusted to manage the new requirements efficiently, in a traceable and secure way, in addition to defining the procedures required to control the documentation before the transport starts.
The company has trained its staff and scheduled new training sessions for September, a month in which the operational start at its Madrid, Barcelona, and Valencia centers is also planned to be accelerated. The objective is to have the processes activated before the mandatory date and to avoid a last-minute adaptation that could introduce risks to operations.
“The digital DeCA introduces a requirement that directly affects the daily operations of transportation. That’s why we chose to get ahead, review our processes with ample time, and accompany clients and carriers, rather than wait for the last weeks to resolve an issue that could condition the continuity of operations,” explains Antonio Pitarch, Project Manager at TIBA Logistics Spain.
