The National Grouping of Provincial Associations of Lottery Administrators, ANAPAL, has joined ATA (National Federation of Associations of Autonomous Workers) to strengthen its capacity for representation and the defense of its interests for the more than 4,100 lottery retailers that make up the comprehensive and professional sales network of the State Lottery and Betting Agency (SELAE) in Spain.
The agreement, signed by Lorenzo Amor, president of ATA, and Borja Muñiz Urteaga, president of ANAPAL, aims to give institutional voice and seek urgent solutions to the sector’s main demands that are choking it.
The president of the association has highlighted the need to review the economic model of the lottery administrators’ group. “We have spent years complying with, supporting, and defending public gaming with closeness and professionalism. It’s time for those of us who are daily behind the counter to be heard,” explained Borja Muñiz.
In this vein, for ANAPAL it is urgent that the model governing the Loterías sales network, as well as the online sale of the products, be reviewed.
Other Demands
Another major demand from the sector centers on updating commissions, which have been stagnant and the same for 20 years. While the collective, like all self-employed workers, has suffered a significant rise in wage costs, store rents, workers’ social security contributions, and electricity.
In addition to updating these margins to ensure business viability, ANAPAL calls for the unification of commissions. There is currently a mismatch that penalizes administrators during their peak activity: in ordinary draws they receive a 6% commission, while when the Christmas Draw arrives this figure drops to 4.5%. All these demands have been raised by ANAPAL through a campaign called ‘No Lottery Without Lottery Sellers’.
For his part, Lorenzo Amor has shown ATA’s full support for these rightful demands. “Supporting and defending the self-employed is our guiding principle,” said the ATA president. “We know how hard it is to keep the doors open today. It is unacceptable that a sector formed by thousands of small autonomous workers bear a constant rise in their fixed and operating costs while their commissions have remained frozen for years. From ATA we commit to urging the administrations and SELAE to sit down with the sector and put an end to this situation,” he added.
With this integration, ANAPAL’s presence in ATA helps improve its visibility and institutional influence in the policy dialogue forums. It will also allow its members to access the federation’s full portfolio of services, support, and specialized advice, providing greater added value to lottery administrators across Spain.
