HP FlowMaster Streamlines Bureaucracy to Speed Up Starting a Business

From its innovation hub in León (HP SCDS), the multinational HP has developed a new AI-powered solution designed to help public administrations streamline the management of administrative procedures and improve citizen service.

The new process-management system, called FlowMaster, has been designed to automatically review the documentation submitted with each application and compare it against the documentation required for each procedure, based on the regulations and criteria defined by the administration itself. When a request is incomplete or does not meet the established requirements, the system alerts the responsible professional to facilitate the review of the file and the request for additional documentation when necessary.

FlowMaster is designed to support common administrative processes, such as building permit applications for homes and business openings, terrace permits, or other procedures that require prior documentary validation. It enables a significant reduction in the review time per file and shortens processing timelines by up to 48 hours, depending on the type of procedure.

Technology Applied to a Daily Challenge

In many administrative procedures, the initial review of files remains manual. This process requires checking, one by one, whether each application includes all the required documentation, which can lead to delays and follow-up requests.

It is estimated that up to 50% of administrative applications contain errors or missing documentation on their first submission, which lengthens resolution timelines and affects the citizen experience.

With this solution, HP automates part of that process to help make documentary validation faster, more organized, and efficient. The goal is to reduce errors in early stages, speed up processing, and enable administrative teams to devote more time to tasks that require judgment, oversight, and direct citizen engagement. The tool maintains human oversight of the process at all times.
