Tackling the Double Challenge: Sovereignty and Security
Europe’s dependence on U.S. cloud service providers puts organizations at risk, especially due to extraterritorial laws. At the same time, cyber incidents affecting EU organizations have risen by 69% since 2020, and critical infrastructures now account for 70% of all reported incidents in 2025. Attacks on operational technology (OT) environments—the industrial control systems underpinning the energy, transportation, water, and manufacturing sectors—have grown to represent nearly one in five of all identified threat categories across Europe.
The regulatory response is already underway. The NIS2 Directive establishes a unified legal framework to ensure cybersecurity across 18 EU critical sectors, while requiring member states to define national cybersecurity strategies and to strengthen cooperation with EU institutions for cross-border response and enforcement. Belgium has already become the EU’s first member state to fully transpose NIS2 into national law, with more than 4,000 essential and important entities registered. Meanwhile, the Netherlands is finalizing its Cybersecurity Act (Cyberbeveiligingswet), set to take effect in 2026, which will bring thousands of additional organizations within its scope and significantly raise the bar for incident response, supply chain security, and executive accountability.
